Act CCXXII of 2015 on the general rules of electronic administration and trust services (hereinafter: E-Administration Act) sets out the general rules for electronic communication between bodies providing electronic administration and their clients, as well as provisions on IT cooperation between bodies providing electronic administration and other bodies.
Under Section 1, point 17 b) of the E-Administration Act, the local government and the Mayor’s Office are bodies providing electronic administration, which have been obliged since January 1, 2018 to provide electronic administration as set out in the Act.

Please note that
- business organization clients must, under Section 14 (1) of the E-Administration Act, register their electronic contact details in the register of administrative instructions (hereinafter: register of instructions).
- natural person clients who wish to handle their matters electronically should make a basic instruction in the register of administrative instructions (register of instructions) to enable electronic administration.
The register of instructions records clients’ administrative instructions and powers of attorney. It is currently available at https://rendelkezes.kekkh.gov.hu/rny-public/ after identification via the Central Identification Agent service. Information on the Register of Instructions.
The Local Government and Mayor’s Office of District VII, Budapest provide electronic administration to their clients through the electronic forms published on their official website and the electronic forms published on the E-önkormányzat portal. Due to the coronavirus pandemic, the most important task at present is to protect and support older people. As in-person administration must be minimized to protect citizens’ health, to quickly and safely identify those in the vulnerable over-70 age group who actually need help, an electronic form is available on the E-önkormányzat portal, on which not only those concerned but also family members, acquaintances or neighbors can let the local government know if an older person needs help.
The electronic form service can be used via Ügyfélkapu. Links to the electronic forms are given in the descriptions of each case type.
If you cannot find a form for the case type you need on the Portal, you can also start a case via a free-text electronic submission
(e-Papír). See the full list of case types currently available!
Please note that for general local government official matters without an electronic form, we provide electronic administration via the General local government matters form .
