Please note that documentation attached in a format other than PDF, or in more than 2 attachments, makes the application unsuccessful.

3.)       The day of receipt of the request to supply missing items is the day the applicant downloads the document sent via Cégkapu or Ügyfélkapu. The system confirms the upload of electronically sent documents. If the applicant does not collect the electronically sent document, it is deemed delivered on the 5th working day after upload (presumption of delivery).

9.)       For successful applications involving work costing more than HUF 10 million, the Local Government will, on request, transfer 50% of the support it provides (advance) to the bank account given by the Condominium within 30 days of the support contract being signed. The request must be submitted together with the application documents; an advance cannot be requested after the Committee has assessed the application.

VII.

Conclusion of the support contract, consequences of breach, accounting

1.) A condition for using the support is that a contract under Annex 6 of this call is concluded between the Local Government and the condominium, based on the Committee’s decision and the application materials submitted by the condominium. The work specified in the contract cannot be changed later, even on request; any deviation by the applicant constitutes a breach of contract (except for the cases under Chapter IV, point 3.), on which the Committee decides separately)

2.) If any of the condominium’s data in the contract under Annex 6 of the call (e.g. common representative, bank account number) change between submitting the application and signing the contract, the condominium must report the change immediately, and at the latest within 10 working days of the change, and support the report with documents.

3.)    The condominium is liable for any damage or disadvantage resulting from failure to report changes in the data in the contract.

4.)    The Department sends the applicant electronic notification that the support contract is ready, to the email address given in the application or via Hivatali kapu; the applicant must sign the support contract within 22 working days of receiving it. If the applicant does not sign the support contract within 22 working days of the Department’s notification that it is ready, this counts as withdrawal. (The notification is deemed received on the day the applicant opens the web link. Opening the link creates an electronic acknowledgment of receipt proving that the document was received. If the delivery system confirms to the Local Government that the applicant did not collect the electronically sent document despite notification, the document is deemed delivered on the 5th working day after the time shown in the notification certificate (presumption of delivery)) .

5.)       Where the conditions under the Public Procurement Act in force at the time are met, the use of budget support must be subject to public procurement, and the provisions of the Public Procurement Act in force at the time must be applied.

6.)       The common representative must notify the Department in writing via Cégkapu/Ügyfélkapu of any intention to withdraw from the call. In the case under Chapter IV, point 3.), the support already awarded may be used for the work specified there instead of the work applied for, provided the applicant has proven it, and the need for the works to resolve it, to the Department with appropriate documents.

7.)       For all renovation calls, the work must be completed within the deadline shown in the table below  from signing the contract. The accounts must be submitted within the deadline shown in the table. In case of unforeseeable circumstances, the condominium may request an extension before the accounting deadline expires – within the 60 days before the deadline – and the Committee decides on the request. The Committee may extend the deadline once, by up to the period shown in the table. Missing these deadlines constitutes a breach of contract.

If work has not started due to the contractor’s fault, the condominium may once find a new contractor and have the work done by them with the same technical content. A change of contractor may not increase the contracted support amount or change the completion deadlines in the contract already signed. A request for an extension is independent of a request to amend the contract due to a change of contractor, and even with a change of contractor the extended deadline may not be exceeded.

8.)       Accounts must be submitted to the Department managing the call. After the professional certification under the contract, the Finance Department handles financial control, processing and payment.

9.)       Accounting in installments is not possible.

10.)   For the accounts, the common representative must submit the following documents: Submitted electronically via Cégkapu/Ügyfélkapu:

a) list of accounting documents (Annex 4)

The following must be written on the original invoices – and copied together with it: “2026. évi VII. kerületi társasházi pályázati forrásból támogatva” (Supported from the 2026 District VII condominium grant). For cash invoices, the invoice(s) must state “fizetve” (paid).

c)  the works contract between the condominium and the contractor

d) for support awarded on the basis of an official order/notice, the official decision certifying fulfillment of the obligation (if the official decision has not been issued by the accounting deadline, proof of completion of the renovation work subject to the official order, submitted to the authority, must be attached)

e)  a copy of the document, compliant with the legislation in force, proving completion of the renovation work under the works contract (copy of the technical handover-acceptance report – signed by all parties involved, at least the client and the contractor)

f)  declaration on debts owed to the Local Government (Annex 4)

g) photo documentation of the completed work (on which the work done is clearly identifiable – or marked),

h) declaration on displaying the banner specified in Chapter IV, point 11) of the call, with photo documentation of the displayed banner attached.

m)    [8] for renovation of common elevators/lifts, the inspection report issued by ÉMI Építésügyi Minőségellenőrző Innovációs Nonprofit Kft. certifying completion of the work.

11.)   The support is paid on the basis of the documents listed in point 10 of this chapter. During accounting, only invoices for work approved by the Committee and completed can be accepted, submitted together. If the full amount of support awarded cannot be paid on the basis of the invoices submitted, a one-time opportunity to supply missing items – within 5 working days – is given following a request (in this case too, the presumption of delivery applies under Chapter VI, point 3) of the call). If missing items are not supplied properly, no further invoices can be submitted or accepted to supplement the accounts, and the support is paid on the basis of the invoices already accepted.

12.)   If, at the time of accounting, the Condominium has tax or other debts to the local government, the debt is deducted from the support.

13.)   [9] If the amount of the invoice(s) submitted is less than twice the support (for general common elevator/lift applications) or 142.86% of the support (for applications for works preventing intended use, gas cut-off and facade renovation), the support is reduced proportionally; the monthly installment does not change (except the last monthly installment), but the term is reduced proportionally.

14.)   Missing the deadlines set in this call constitutes a breach of contract.

15.)   Public holidays, non-working days and administrative closures are not included in the deadlines set in the call.

16.)   In accordance with the support contract with the condominium, the Local Government transfers the support within 60 days of the accounts reaching the Finance Department (retrospective financing).

17.)   Any extra costs beyond the support awarded under the renovation call and beyond the work and amount specified in the budget are borne by the condominium.

18.)   The condominium must repay the interest-free loan, from the first day of the second month after the support arrives in its account, in the term and installments set out in the support contract, by transfer to the local government’s payment account. The current installment is due by the 15th of each month during the term.

19.)   The condominium may pay off its remaining repayment obligation in a single sum at any time before the end of the repayment period.

20.)   If the condominium is late in paying, the Local Government
