For private individuals
2026
The Finance and District Development Committee of the Council of the Erzsébetváros Local Government, District VII, Budapest (hereinafter: Committee) a ), acting under the powers conferred by the local government decree on repayable interest-free and non-repayable window and door renovation grants for private individuals, No. 46/2015 (XII. 18.), announces a call for applications in condominiums, housing cooperative buildings and predominantly residential properties within the administrative area of Erzsébetváros (hereinafter: condominiums) to support private individuals in renovating the windows and doors of existing apartments, provided they are registered at the residential property concerned in Erzsébetváros as their permanent address .
I.
Available funds
In accordance with Decree 43/2025 (XII.15.) of the Council of the Erzsébetváros Local Government, District VII, Budapest, on the budget of the Erzsébetváros Local Government, District VII, Budapest.
II.
Purpose of the call
The purpose of the call is to provide private individuals registered at the residential property concerned in Erzsébetváros as their permanent address (hereinafter: Applicant) with support that:
– reduces harmful environmental impacts of the built environment, in particular noise,
– improves the thermal and acoustic insulation of facade windows,
– contributes to reducing energy consumption,
– supports preserving the original architectural character of buildings.
Please note that under this call, plastic windows and doors may be installed – except in Outer Erzsébetváros – only on facades not visible from public space. Even on such facades, plastic frames may only be installed in keeping with the building’s original character, following the division and color specified in the Decision. If the document contains no such requirement, the aim should be to restore the original windows and doors.
In Outer Erzsébetváros, installing plastic windows and doors can also be supported on facades visible from public space, except for the row of villas along Városligeti fasor and facades bordering the public spaces listed in Annexes 1 and 7 of Townscape Protection Decree 25/2017 (X.9.) of the Erzsébetváros Local Government, District VII, Budapest.
The decree and its annexes are available in the National Legislation Database and on the official website of the Erzsébetváros Local Government, under Townscape Protection Decrees.
For protected buildings (listed monuments or buildings under Budapest or local protection), plastic windows and doors may not be installed even on inner courtyard facades. If renovating or replacing windows and doors is construction work subject to a permit or notification, the Applicant is responsible for obtaining the necessary permits before work begins.
During the application process, the Decision and the Support Contract issued on the decision set out the exact requirements, so we recommend starting the manufacture of windows and doors only after you have received the decision.
III.
Amount and method of support
1.) When awarding support, the following order of priority applies, from which the District Development and Chief Architect’s Department (hereinafter: Department), as the specialist office carrying out the assessment, may deviate based on the findings of the on-site inspection:
a. improving the thermal insulation performance of the windows, which can save the Applicant energy costs;
b. protecting and preserving the original architectural character .
When preparing the Committee’s decision, the design, division and color of the windows and doors are determined on the basis of the Chief Architect’s opinion, taking into account the appearance of the facade concerned, and may differ from the original design, division and color. The Decision and the Support Contract contain the requirement regarding division and color; failure to comply results in unilateral termination of the support. Original division means keeping the proportions of the sashes and fixed transoms (fanlights) and the pattern of glazing bars and glass panes.
2.) Applications may only be submitted for technically separable works that have not yet started. In one calendar year, a private individual may apply with one property, with up to 6 windows/doors.
A property may be included in the call once per calendar year, with a maximum of six windows/doors.
3.) Applying under this call does not preclude taking part in other calls announced by the Local Government or the Budapest Municipality.
4.) A condition for awarding and paying the support is that the renovated or new window/door is modernized as a result of the renovation work.
5.) The support is a non-repayable grant, which the Local Government may pay to the Applicant retrospectively, after the work has been completed, on the basis of the accounts submitted, in accordance with the support contract.
6.) The amount of support that can actually be paid
for wooden windows/doors: may not exceed the amount awarded by the Committee, nor 60%of the invoice amount submitted with the accounts;
for plastic windows/doors: may not exceed the amount awarded by the Committee, nor 40%of the invoice amount submitted with the accounts;
7.) The maximum support per apartment per year is HUF 1,500,000, i.e. one million five hundred thousand forints, but for wooden windows/doors; it may be at most 60%of the invoiced cost, and for plastic windows/doors at most 40%of the invoiced cost.
9.) Support for windows/doors facing an air shaft is 50% of the amount shown in Tables I-V.Support per window/door may not exceed the amounts in Tables I – V:

10.) The requirements regarding division and color to be implemented under the call are set out in the Decision, which the applicant receives after the decision and before the support contract is signed.
11.) For properties under heritage protection – individually listed monuments, monument values registered in the heritage inventory, and buildings under Budapest or local protection – – the the renovation or replacement of windows and doorsmust be agreed, in accordance with the legislation in force, with the competent authority in advance .
12.) The support in Tables I, II, III and IV is granted separately for each structurally separate window/door (i.e. per wall opening). Elements built next to or above each other in one wall opening count as one window/door for the purposes of support (except for balcony doors and windows built into one wall opening); no separate support can be granted for its elements (e.g. the fanlight above a door).
The sizes in Tables I-V are determined by measuring the wall opening, including the frame.
A balcony door and window(s) built into one wall opening count as separate structures (windows/doors); the support is calculated on the basis of Tables I-IV.
When installing a new thermally and acoustically insulated window in a wall restored by removing an inner courtyard door, the level of the new parapet wall must match the height of the parapet walls below the existing windows in the condominium’s inner courtyard.
13.) When installing modern airtight windows and doors, prior consultation with the utility companies is recommended (especially for rooms with an open-flue gas appliance, regarding the installation of a self-regulating vent in the window).
14.) For matters not regulated in this call, the relevant provisions of Act V of 2013 on the Civil Code (hereinafter: Civil Code) and other related legislation apply.
15.) By submitting an application, the Applicant acknowledges the warnings in this chapter and that any application not complying with them is automatically invalid.
16.) The support covers an air-conditioning box built in the fanlight above the window or door – at the same time as the window/door is replaced – and applies only to windows and doors facing the street and visible from public space. Requirements for the air-conditioning box:
· The air-conditioning box may only be built together with the replacement of the window/door concerned.
· The air-conditioning box must be built in place of the fanlight of the window/door so that
– the street-facing plane of the box is aligned with the plane of the new window/door,
– condensation water produced during operation may not be drained onto public space, and may not damage or interfere with the use of any building or part of a building owned or used by others,
– on the side facing public space, a ventilation louver that harmonizes with the facade and ensures ventilation of the unit must be installed in front of the box.

1.) Automatic invalidity
An application submitted on paper is automatically invalid if:
· the binding of the documents does not meet the tamper-evident binding required in Chapter VI, or
· the tamper-evident seal is missing. In this case no opportunity is given to supply missing items. For automatically invalid applications no further action is taken with the applicant; the Committee records the formal invalidity when making its decision.
2.) Missing items may be supplied within 5 working days of receiving the request:
• in person, at the Local Government customer service offices,
• electronically, via e‑Papír or by email. Documents must be sent in PDF format .
3.) The applicant is responsible for the authenticity of the documents submitted, whether submitted on paper or electronically. If the delivery system confirms to the Local Government that the applicant did not collect the electronically sent document despite notification, the document is deemed delivered 3 working days after the time shown in the notification certificate (presumption of delivery).
4.) Failure to supply missing items, or supplying them after the deadline, makes the application invalid.

VIII.
Conclusion of the support contract, consequences of breach, accounting
1.) A condition for using the support is that a contract under Annex 4 of this call is concluded between the Local Government and the applicant, based on the Committee’s decision and the application materials submitted by the Applicant. The work specified in the contract cannot be changed later, even on request; any deviation by the Applicant constitutes a breach of contract.
2.) If any of the Applicant’s data in the contract under Annex 4 of the call (e.g. bank account number) change between submitting the application and signing the contract, the Applicant must report the change immediately, and at the latest within 10 working days of the change, and support the report with documents.
3.) The Applicant is liable for any damage or disadvantage resulting from failure to report changes in the data in the contract.
4.) If the Applicant does not sign the support contract within 22 working days of the Department’s notification that the contract is ready, this counts as withdrawal. (A notification sent electronically is deemed received on the day the applicant opens the web link. Opening the link creates an electronic acknowledgment of receipt proving that the document was received. If the delivery system confirms to the Local Government that the applicant did not collect the electronically sent document despite notification, the document is deemed delivered 5 working days after the time shown in the notification certificate (presumption of delivery).
5.) Collecting the support contract
The applicant can collect the copy of the support contract signed by both parties as follows:
a) For applications submitted on paper
The Applicant will be notified by email when the support contract signed by all parties is ready. The applicant can collect a copy of the support contract in person at the Customer Service Office (1076 Budapest, Garay utca 5.), against a receipt.
b) For applications submitted via e-Papír
6.) The support contract signed by both parties is sent to the applicant via Ügyfélkapu. The electronic delivery confirmation proves receipt. If the Applicant does not open the electronic delivery, under the presumption of delivery it is deemed delivered on the 5th working day after sending. Private individuals who wish to withdraw from the call must notify the Department in writing. After signing the support contract, in justified cases – in particular if the contractor states professionally that a plastic window/door is technically not feasible – the Applicant may submit an individual request to change the type of window/door from plastic to wood. The amount of support cannot be changed. The request must be submitted in writing with the necessary professional justification and documents. The District Development and Chief Architect’s Department decides on the request.
Professional justification may be:
a) The plastic window/door cannot be manufactured technically (e.g. it is too large, structural rigidity cannot be maintained, it cannot be made with the required division).
b) The plastic window/door cannot be installed safely (e.g. it does not fit due to the size, structure or condition of the wall opening).
7. To submit the request, Annex 7, completed accurately by the applicant and the contractor, must be submitted by post, in person at the Customer Service Office, or electronically via e‑Papír.
Where the conditions under the Public Procurement Act in force at the time are met, – the use of budget support must be subject to public procurement, and the provisions of the Public Procurement Act in force at the time must be applied.
8. For all renovation calls, the work must be completed within 365 days of signing the contract. In case of unforeseeable circumstances, the private individual may request an extension before the accounting deadline in the support contract expires; the Committee decides on the request. The Committee may extend the deadline once, by up to 180 days. Missing these deadlines constitutes a breach of contract. If the Applicant does not sign the extension of the support contract within 22 working days of the Department’s notification that the amendment/extension is ready, this counts as withdrawal.
9. Accounts must be submitted to the District Development and Chief Architect’s Department, which manages the call, in person at the Customer Service Office, by post or via e-Papír (in this case select the “Other” category). After the professional certification under the contract, the Finance Department handles financial control, processing and payment.
10. Accounting in installments is not possible.
The Applicant must submit the accounts within 395 days of signing the contract at the latest. The following documents must be attached to the accounts in 2 copies: Copies of the invoice(s) completed in accordance with the legislation in force. The applicant must write the following by pen on both copies of the invoice(s):
– “Supported from the 2026 District VII window and door grant”,
– true copy of the original,
– The applicant(s) must sign the invoice copies,
– For cash invoices, the invoice(s) must state “paid”.
· Declaration on debts owed to the local government (Annex 5)
· Color photo documentation of the completed work.
For applications covering both plastic and wooden windows/doors, separate invoices must be submitted for the wooden and the plastic windows/doors
11. Missing a deadline set in this call constitutes a breach of contract. Public holidays and administrative closures are not included in the processing deadlines set in the call, except for the deadlines in points 7 and 10 of this chapter.
12. The support is paid on the basis of the documents listed in Chapter VIII, point 9. During accounting, only invoices for work approved by the Committee and completed can be accepted, submitted together. If the full amount of support awarded cannot be paid on the basis of the invoices submitted, a one-time opportunity to supply missing items – within 5 working days – is given following a request (in this case too, the presumption of delivery applies under Chapter VII, point 3)). If this is not done, or not done properly, no further invoices can be submitted or accepted to supplement the accounts, and the support is paid on the basis of the invoices already accepted.
13. In accordance with the support contract concluded with the private individual, the Local Government transfers the support within 60 days of the accounts being submitted. (retrospective financing)
14. Any extra costs beyond the support awarded under the renovation call and beyond the work and amount specified in the budget are borne by the private individual.
15. If the actual cost of the renovation is less than the amount in the support contract, the total amount of support is reduced proportionally.
16. The Mayor’s Office may check the progress and completion of the window and door renovation work at any time.
17. The Local Government reserves the right for staff of the competent department of the Mayor’s Office and members of the Committee to inspect the documentation of all renovation work supported under the support contract.
18. Serious breach of the support contract concluded with the private individual (constitutes a serious breach: failure to meet deadlines, carrying out work different from the contract), the Local Government is entitled to terminate the support contract with immediate effect. The unilateral termination of contracts is prepared by the Department.
19. If the applicant does not request an extension of the deadline set in the contract and does not submit the accounts within the deadline, this counts as withdrawal.
Annexes to the call:
· Annex 1: Application form (to be submitted with the application)
· Annex 2: Window/door data sheet (to be submitted with the application)
· Annex 3: Owner’s consent declaration (if the applicant is not the owner and the owner cannot sign Annexes 1 and 2 of the call)
