Climate protection action plan

SUSTAINABLE ENERGY AND CLIMATE ACTION PLAN OF THE LOCAL GOVERNMENT OF ERZSÉBETVÁROS, DISTRICT VII, BUDAPEST

With its resolution no. 345/2020 (V.21.), the Local Government of Erzsébetváros, District VII, Budapest joined the international Covenant of Mayors for Climate & Energy (hereinafter: Covenant), and, as a condition of joining, had this Sustainable Energy and Climate Action Plan prepared (SECAP; in this document hereinafter referred to as the Climate Protection Action Plan). As a condition of joining the Covenant, Erzsébetváros undertakes to reduce district emissions by 40%, and also develops a comprehensive adaptation strategy and action plan to strengthen its capacity to adapt to climate change.

The Climate Protection Action Plan summarizes the proposed energy and climate protection measures and investments that the Erzsébetváros Local Government intends to implement together with the district’s residents, businesses and civil society actors by 2030.

The starting point for developing the mitigation part of the action plan is the Base Emission Inventory (BEI), which identifies the main sources of CO2 emissions and the opportunities for reducing them. The BEI forms the basis of the sectoral emission reduction targets, the potential sectoral savings and the related mitigation measures. In calculating CO2 emissions, we took 2011 as the base year, and used the values set by the IPCC (Intergovernmental Panel on Climate Change) for emission factors.

The four key sectors of the Covenant’s methodology, which also form the basis of the Climate Protection Action Plan, are: local government buildings, equipment and facilities; tertiary (non-local-government) buildings, equipment and facilities; residential buildings; and transport. The table below summarizes energy consumption by sector and energy carrier, and the related greenhouse gas emissions.
