\nHealthcare spending would rise from HUF 4,094 billion to around HUF 4,604 billion under the budget bill submitted to Hungary\u2019s National Assembly on 31 October, Vil\u00e1ggazdas\u00e1g reported. That would amount to an increase of more than 12 per cent.<\/p>\n

At first glance, the figures may suggest a broad wave of development. The breakdown offers a more restrained picture. Nearly three-quarters of the additional funding would go to four existing areas: salaries, high-cost hospital medicines, hospital operations and pharmaceutical subsidies.<\/p>\n

Almost HUF 192 billion is earmarked for pay rises, with another HUF 95 billion for high-cost medicines used in hospitals. Funding for hospital operations would increase by HUF 51.3 billion, while the pharmaceutical subsidy budget would receive an extra HUF 38 billion. Together, these items total roughly HUF 376 billion, or about 74 per cent of the full increase.<\/p>\n

Stabilising the system comes first<\/p>\n

The draft therefore focuses more on maintaining the present healthcare system than on building a new one. Settling pay and putting medicine funding on a firmer footing may provide a basis for further changes, but additional money alone cannot resolve the sector\u2019s persistent operational problems.<\/p>\n

Hospital debt will be one of the biggest tests. The government intends to change the financing model and create a contingency reserve in an effort to stop institutions from repeatedly accumulating debt. Vil\u00e1ggazdas\u00e1g argued that one measure of success will be whether hospitals owe less by the end of 2027 and whether their finances become more predictable.<\/p>\n

The pay package would cover around 123,000 healthcare workers. According to government information cited by the paper, allied health professionals could expect an average earnings increase of 15 per cent. Vil\u00e1ggazdas\u00e1g also reported dissatisfaction among some of these workers over the size of the proposed rise.<\/p>\n

The Hungarian Medical Chamber says extra funding is necessary but insufficient on its own. It is also calling for measures to preserve the real value of salaries, adjust pay for newly qualified doctors and revise out-of-hours fees.<\/p>\n

More funding for GPs<\/p>\n

Strengthening primary care could bring more immediate changes to patients\u2019 everyday experience. The proposal allocates HUF 35.4 billion to GP services. Per-patient payments to practices would rise by 43 per cent, while wage support intended to encourage young doctors to become GPs would increase by 50 per cent. A further HUF 500 million would be set aside for practices that have remained vacant for long periods.<\/p>\n

Effective primary care also plays a role in monitoring people with chronic illnesses. When a deterioration in a patient\u2019s condition is detected early, emergency or hospital treatment may be needed less often. For patients in Budapest\u2019s District VII, this is one of the places where the impact of additional funding could become most visible: in their GP surgeries.<\/p>\n

Waiting times will reveal the impact<\/p>\n

The budget sets aside HUF 18.9 billion to reduce waiting lists. The first phase of the programme began in October and focuses mainly on hip and knee replacement surgery. Its results can be measured through waiting times, the number of patients removed from the lists and the number of procedures carried out.<\/p>\n

Almost HUF 20 billion would also go towards upgrading CT and MRI equipment. A new scanner will only increase the number of examinations if hospitals also have enough staff, operating hours, radiology capacity and maintenance support. For patients, the meaningful measure will be whether the path from booking an appointment to receiving a diagnosis and starting treatment becomes shorter.<\/p>\n
